The four madhahib differ on combining prayers due to weather conditions.
The Hanafi madhhab does not permit combining prayers (الجمع بين الصلاتين) due to any weather conditions.
The Maliki madhhab allows a resident to combine the Maghrib and ‘Isha prayers in the Masjid due to heavy rain or mud with darkness, alongside the condition of hardship in attending.[1]
The Shafi’i madhhab permits combining due to rain that wets clothing and extends this (in some relied-upon views) to mud, darkness, or strong cold wind at night when hardship is present.[2]
The Hanbali madhhab permits combining due to severe cold, wind, or similar hardship, even without rain, provided there is genuine difficulty in attending the congregation.[3]
